Dr. Hillary Emmanuel Musoke (PhD) is a distinguished Ugandan development strategist, agribusiness expert, educator, and public policy leader currently serving as Senior Presidential Advisor to H.E. the President of the Republic of Uganda on Agribusiness and Value Addition Development. In this capacity, he provides strategic guidance on agricultural transformation, agro-industrialization, value addition, export promotion, rural wealth creation, and sustainable economic development.
With extensive experience in public service, youth empowerment, agricultural commercialization, and socio-economic transformation, Dr. Musoke has emerged as one of Uganda's leading advocates for transitioning agriculture from subsistence production to a modern, market-driven, value-added sector. His work aligns with Uganda's Vision 2040, the Parish Development Model, agro-industrialization strategies, and broader continental aspirations under the African Union's Agenda 2063.
